Indicator 17: State Systemic Improvement Plan (SSIP)
Indicator 17, the SSIP, is a comprehensive, ambitious, yet achievable six year plan for improving literacy proficiency for students with learning disabilities in grades 3-5 as measured by the annual New York State English Language Arts (ELA) Assessment. ÌýTo impact literacy instruction, SSIP schools focus on implementation of a Multi-Tiered Systems of Support (MTSS) framework that is characterized by instructional practices matched to student need, data-based problem solving, and a continuous examination and improvement process to ensure that all students receive the support needed, when and where it is needed, to succeed in school.Ìý SSIP progress is reported annually to the United States Department of ¶«¾©ÈÈ through the ¶«¾©ÈÈ’s Annual Performance Report. SSIP Logic Model/Theory of Action
Once conceptualized, states were asked to develop a logic model and theory of action to visually illustrate the rationale for a set of improvement strategies intended to increase literacy proficiency for students with learning disabilities in grades 3-5. These documents are the blueprints for identifying short-term and long-term objectives to measure implementation of the SSIP and its impact on achieving measurable improvement for children with disabilities. SSIP Evaluation Plan
Using the logic model, an evaluation plan was developed to align with each of the improvement strategies presented in the theory of action. The logic model outlines the inputs (agencies, people, resources, technology, etc.) necessary to implement the SSIP; the improvement strategy activities to be conducted; the expected outputs; and intended short-term, intermediate, and long-term outcomes. Stakeholder Engagement
OSEP requires each state to engage stakeholders in its ongoing efforts to improve outcomes for students with disabilities throughout New York State.
